Page 6 — May 8, 2007 New Brighton Council Minutes <br />Ayes - 0 Nays, Motion Carried <br />6. Brighton Village, Planned Unit Development (PU2007 -002), Site Plan <br />(SP2007 -002), and Special Use Permit (SP2007 -002), 2303 Palmer <br />Drive, to permit construction of three buildings and associated surface <br />parking. Report No. 07 -110. Resolution No. 07 -044. <br />City Planner, Janice Gundlach gave an overview of the site plan, three buildings are <br />proposed, a 43,000 square foot fitness center, a 14,400 square foot multi- tenant <br />office / retail building, and an 11,000 multi- tenant retail. building. The planning <br />commission met in a special meeting, May 1, 2007 in order to review the proposed <br />plans. Three monument style signs, along with wall signs on each if three buildings <br />was recommended. The Planning commission agreed wall signs be prohibited on <br />facades that do not face the public streets. The planning commission recommended <br />approval of the multi-tenant monument signs, this would be addressed through he <br />PUD declaration. The planning commission recommended the following conditions <br />or approval. <br />* A trail connection be made at the southeast corner of the site. <br />* A sidewalk be constructed on the south side of Palmer Dr. <br />* The comprehensive sign plan reflect recommended changes. <br />* The wood privacy fence on the eastern lot line be replaced with landscaping. <br />Mayor Larson commented on his appreciation for the sidewalk connection to the <br />adjacent neighborhood. Councilmember Doffing was pleased with the user friendly <br />aspect, including the pedestrian friendly piece, of the proposed site plan. <br />Representatives from Kraus Anderson and LA Fitness were present, and offered an <br />overview of the project. It was reported that tenants are not yet determined, other <br />than LA Fitness. <br />Mike Bierkstad, a resident in the adjacent neighborhood, expressed concern that the <br />pedestrian traffic would likely to continue to pass through their private terrace area, <br />if a sidewalk nanning parallel to Pike Lake Dr. is not included into the new <br />development. <br />City Planner Gundlach stated the Planning Commission reviewed this request, and <br />suggested discussing the request with the Director of Public Works. <br />Motion by Councilmember Doffing, seconded by Councilmember Burg to To adopt <br />the attached Resolution, which approves the Planned Unit Development, Site Plan, and <br />Special Use Permit subject to 8 conditions known as Brighton.
