<br />- <br /> <br />MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting - May 8, 2007 <br />7:00 a.m. <br /> <br />MembersILiaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, Lisa Harreld, <br />Annie Hoffman, John Kaufhold, Jim Sculthorp, Gary Stang and Jim Witkowski. <br /> <br />MembersILiaisons Absent: Steve Larson and Mark Nelson, <br /> <br />Staff Present: Dean Lotter, Grant Fernelius, David Black, and Jennifer Lavandowska, <br /> <br />Others Present: Unnamed Citizen. <br /> <br />Call to Order <br />John Kaufhold called the meeting to order at 7:00 a.m. <br /> <br />Approval of Minutes <br />The minutes of the April 10, 2007 meeting were presented for approval. All approved. <br /> <br />- <br /> <br />Northwest Quadrant Report <br />West Side Site Plans <br />Black noted that the MPCA has three different departments (Groundwater, Superfund, and Petroleum <br />Brownfields) that are looking at the newly suggested site plan for the Northwest Quadrant. Unfortunately, the <br />three departments rarely "talk" to each other, so getting the site plan approved quickly may be difficult. Lotter <br />indicated that he has been trying to coordinate a meeting through upper management to move this process <br />along. Kaufhold asked if the ponding in the northwest comer is existing or whether it will need to be created, <br />Black replied that there is no pond now and a pond will most likely not be located in that area; the developers <br />and staff are working on ponding locations for the entire proj ect. Delaune questioned if the ponds will be <br />interconnected. Black replied that the ponding on the east and west sides will be interconnected, Delaune <br />recommended that if a culvert system is to be installed under Old Highway 8 then a master plan for the ponding <br />be completed before the reconstruction of Old Highway 8. He suggested that the City would surely want to <br />avoid having to later install such a system. <br /> <br />Sculthorp inquired if the developers have any concerns. Black replied that they have indicated that they still <br />want to complete the development. He added that the land price has come down a bit, since they will be <br />receiving less land; however the price per unit has stayed the same and will increase with inflation. There was a <br />meeting with the developers on May ih the only major issue was when to close on the land. Fernelius added <br />that the developers and the City anticipate closing by the end of the summer on Tract 1; their main concern is <br />that the MPCA agrees to the cleanup plans. Lotter added that he is trying to playa role to help everything speed <br />up and has requested a meeting for ~ 21 Sl. <br /> <br />-Kaufhold inquired if commerciS~perty is worth more than residential. Black replied that residential is worth <br />considerably more than commercial, with condos being worth more than townhomes. <br /> <br />Page 1 of 5 <br />
