Black added that the TCE containments reported in Long Lake are just slightly above the standard and <br /> are widely dispersed, which leads staff to believe that the contaminants are coming from TCAAP. Kaufhold <br /> inquired if the remediation can begin now or whether it have to wait for the test results. He also asked whether <br /> the wells will be permanent or temporary. Black replied that two tests, done quarterly, will be needed before <br /> remediation can begin and that the wells will be temporary. Fernelius stated that most of the wells will be <br /> placed in the Long Lake Park, which will help determine the direction of the groundwater flow. Staff believes <br /> the water flows to the north and east from the site. <br /> <br /> Fernelius reported that the housing developers will be attending a Council work session in two weeks to discuss <br /> the situation. Black noted that a new site plan for the housing development has been approved by the Council, <br /> which shifts some townhomes into Tract 1 and moves the loft condominiums into Tract 2. <br /> <br /> East Side Development Pro orals <br /> Black reported that Transoma Medical is preparing to apply for site plan approval in August and hopes to begin <br /> excavating in September. A term sheet is being negotiated. He added the road for the east side needs to be <br /> configured so the parcels can be conveyed; this is being worked on by the Public Works Director. Kaufhold <br /> asked if, when the design for the roads is complete, a new site plan would be developed. Fernelius replied it <br /> would be updated. Flahave requested that a financial update also be provided. Fernelius replied the update is <br /> being worked on; it will first go the Council and then the Commission. <br /> <br /> Flahave asked what debris is located within the dump. Larson replied pictures were taken by the Metropolitan <br /> ,until when they relocated the sewer line. The pictures show that there is construction material, wood, and <br /> s among other items in the dump. Flahave asked if it is producing methane. Black replied it is producing <br /> methane and the dump closure will be discussed in greater detail at next month's meeting. Flahave asked if <br /> placing a cap on the dump is sufficient for developing commercial properties on it and whether footings would <br /> be required. Black replied that the cap is sufficient for environmental protection but piers will most likely be <br /> required for structural support. Larson added that when Medtronic looked at the site, they figured the piers <br /> would need to be at least sixty feet deep. <br /> <br /> Black reported the Bonestroo (formerly DSU) is working on refining the zoning ordinance in order to address <br /> specific proposals for the Northwest Quadrant. F"ernelius indicated that the ordinance change will go before the <br /> Planning Commission then Council this month. Kaufhold inquired whether staff has met with any opposition to <br /> the Design Guidelines. Fernelius replied they have not; in fact Ryan Companies and Transoma arc working <br /> closely with the guidelines and APi Group was willing to construct a second building to meet them. He added <br /> that the code has flexibility built into it, but gives the developers a sense of what the City is looking for. <br /> <br /> Witkowski asked how many floors Transoma has proposed. Black replied they have proposed two stories for <br /> the headquarters, and up to three stories for the optional second building. Flahave asked if they are willing to <br /> pay for the option. Black replied the term sheet is still being worked on; however they have not been willing to <br /> pay for the option. Fernelius added that they are willing to pay more for the land and the price for the option <br /> parcel carries an inflation clause. Kaufhold inquired how long the option would be for. Fernelius replied that <br /> they have asked for a five-year option, and staff has countered with three years. He added that advantage is the <br /> site will generate increment a year ahead of the schedule provided previously. <br /> <br /> letkowski asked whether the option is critical to the proposal. Black replied the company does need the <br /> option, since they have grown at about twenty percent per year over the last ten years. The option would allow <br /> them to expand at the site without moving. Hoffman added that a large number of their employees live in the <br /> Page 2 of 4 <br />
