They have suggested that <br /> they will be proposing an L-shaped housing development on Block A. Flahave asked if it would be rental and if' <br /> so, whether it would have Section 8 housing. Black replied it would be a rental property, but very upscale with <br /> no Section 8 housing. <br /> <br /> Property Acquisitions <br /> Black reported that staff is recommending approval of the settlement agreement with the Postal Service to the <br /> Council this evening. Flahave asked what the total cost will be to relocate the post office. Fernelius replied the <br /> total cost will be about $4.1 million, which includes the relocation, buildout, and rent differential for both the <br /> retail and the carrier annex, as well as the acquisition of the existing property. Larson added that the two new <br /> sites will start generating increment right away, which will help offset the cost of the Northwest Quadrant. <br /> <br /> Black stated that the City is currently waiting for Mounds View to determine if they will approve the relocation <br /> of Ferrellgas in their city. Fernelius added the Mounds View Council has not formally acted upon the <br /> application, and are waiting for paperwork from Ferrellgas regarding the safety of the tanks. He reported that <br /> the company has removed one large tank and shifted several others to accommodate the reconstruction of Old <br /> Highway 8. <br /> <br /> have asked if Midwest Asphalt has been operating at the Belair site. Fernelius replied that staff met recently <br /> h Belair and have been told that Midwest Asphalt is acting as a broker for Belair and is not producing any <br /> asphalt there. Flahave asked how high the piles are. Fernelius replied that they are within the forty-foot <br /> maximum requirement, adding that Belair is located upon the top of a capped landfill, which raises the location <br /> eight feet above the rest of the area and leads to the impression that the piles are even higher. Kaufhold asked <br /> whether they can put the piles on the cap without ruining the integrity of it. Fernelius replied he is not sure of <br /> the cap requirements; however the issues have been addressed through the zoning and nuisance codes. <br /> Kaufhold suggested that staff inform the state or Federal departments that may in charge of the cap that <br /> violations may be ongoing. <br /> <br /> AUAR <br /> Black announced that staff has a copy of the rough draft of the AUAR on disk if any of the members would like <br /> to borrow it for review. Kaufhold asked whether copies could be made; Black replied that copies could be <br /> made of the disk. <br /> <br /> <br /> Miscellaneous Developments <br /> Brighton Village <br /> Black reported that excavation of the site has begun and he has not heard any further information regarding the <br /> possible Champps relocation. Larson reported that negotiations are still ongoing between the two parties. <br /> Black added that staff does have some concerns about possible parking issues, but will address them if that deal <br /> is completed and a proposal is submitted. <br /> <br /> Out'hold noted that there is a large quantity of dirt at the site and wondered if any leftover material could be <br /> used on the site to help cap the dump. Fernelius replied that they will most likely use all of the material, but <br /> will find out if they are interested in selling any extra to the City. <br /> Page 3 of 4 <br />
