(vii) The City Council has often stated its goal for revenues to equal expenses, so <br />that development costs incurred by the City will not be borne by taxpayers <br />through an additional levy. <br />(c) The City has made full use of all available sources of outside funding, as follows: <br />(i) The City has been successful in obtaining over $5 million to date in grants and <br />loans from the State of Minnesota, the Metropolitan Council, Ramsey County, <br />and the Environmental Protection Agency, for environmental assessment and <br />remediation; and <br />(ii) The City has been successful in obtaining $101,000 in two separate grants <br />from the Metropolitan Council for land acquisition and area-wide planning; and <br />(iii) The City unsuccessfully applied for outside funding from Metropolitan <br />Council (in 2002, 2004, and 2006), the State of Minnesota (in 2004), and the <br />Environmental Protection Agency (in 2004); and <br />(iv) The City has not been successful in identifying and obtaining financial <br />support for the construction of the pedestrian bridge that is the subject of this <br />application. <br />(d) Even with the use of all known and available resources, expenses in the <br />Northwest Quadrant are currently projected to exceed revenues by over $8 million <br />over the life of T1F #31 and T1F #32. <br />4. <br />Authorizes its Mayor and City Manager to submit on behalf of the City an <br />application for Metropolitan Council Livable Communities Demonstration Account <br />grant funds for the project component(s) identified in the application, and to execute <br />such agreements as may be necessary to implement the project on behalf of the City. <br />this 14th day of August, 2007. <br />Steve Larson, Mayor <br />R. <br /> <br /> <br />Maiers -Director of 1 <br />Clerk <br /> <br />and Management Services/
