N <br />o comments to sui7plement this report Comments attached <br />Recommendation: To receive the attached?petition dated August, 2007, requesting the reconstruction of streets <br />in the Innsbruck North area and order staff to prepare a feasibility study. <br />Legislative History: The City Council adopted a Comprehensive Street Plan in 1982 creating a means by which <br />to improve and maintain high quality streets and alleys within the City. The streets requested to be improved in <br />the petition, along with several other streets, are programmed to be considered for reconstruction in 2010. Streets <br />are typically reconstructed when they are 30 years old. <br />Financial Impact: The financial impact to the City and residents will be part of the Feasibility Study. "Typically <br />reconstruction projects are funded by general tax levy money and special assessments against benefiting <br />properties. <br />Explanation: The City received a petition from residents in the Innsbruck North area requesting the <br />is reconstruction of streets in their neighborhood. The area lies north of Innsbruck Drive and west of Silver Lake <br />Road. The streets named in the petition for reconstruction are; all of 13th Terrace NW, 27th Avenue NW between <br />14th Street NW and 13th Terrace NW, and 29th Avenue NW between Innsbruck Drive and 13th Terrace NW and <br />are highlighted on the attached map. These streets were graded in 1979 and paved in 1980. They were seal <br />coated in 1985 and again slurry sealed in 1996. <br />The petition has signatures from residents representing 16 properties of which one property is not abutting a street <br />petitioned to be improved. There are a total of 46 properties that would be affected in some way by the <br />reconstruction. Please see the attached map showing location of the properties owners signing the petition. <br />The letter accompanying the petition states the residents would like the streets to be resurfaced yet this year, <br />however, City funds have not been budgeted for and are not available at this time, and also, there is not enough <br />time left in this year's construction season to accommodate the notification and advertising required by sate law <br />for a project of this kind. <br />Staff agrees that these streets do need resurfacing and could be reconstructed in 2008.
