- _ of <br />DBRIGHTON <br />the city that works for you <br />Report Number: <br />Agenda Section: - <br />Report Date September 7, 2007 <br />Council Meeting Date September 11, 2007 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: ORDER THE IMPROVEMENTS, APPROVE PLANS AND SPECIFICATIONS, <br />AND AUTHORIZE THE ADVERTISEMENT FOR BIDS FOR CITY PROJECT 07-12, NORTHWEST <br />QUADRANT PHASE 2 DEMOLITION, SOIL CORRECTION & ENVIRONMENTAL REMEDIATION <br />DEPARTMENT HEAD'S APPROVAL: &mw <br />CITY MANAGER'S APPROVAL: a Comments attached <br />No comments to supplement this report <br />Recommendation: To adopt the atta ed esolution for the following 1) Ordering the improvements, 2) <br />Approving the plans and specifications, and 3) Authorizing the advertisement for bids for City Project 07-12, <br />Northwest Quadrant Phase 2 Demolition, Soil Correction and Environmental Remediation. <br />Legislative History, In December 2006 the City was awarded $1,200,000 from the State of Minnesota (DEED) <br />Contamination Cleanup Grant program and $700,000 from the Metropolitan. Council Tax Base Revitalization <br />Account to clean up the Phase li area on the west side. The DEED grant must be used by June 30, 2009. The <br />Metropolitan Council grant must be expended by December 31, 2008. The grants require approximately <br />$450,000 in matching City funds. <br />Financial Impact: At the July 31, 2007 Council work session, staff was directed to prepare plans and <br />specifications to bid a late fall / early winter environmental remediation project. This direction was given to gain <br />a better understanding of the actual "as-bid" costs of clean-up and to utilize existing grant funding sources the <br />City has received. Though we don't have to spend the money at this time, it would be wise to start the work and <br />draw down at least some funds this year. This is because we will need outside funding from the same agencies to <br />complete the dump closure on the east side. With such a large project, limited resources, and increased <br />development pressure, it seems as though we should arly for funds in both the November 2007 and May 2008 <br />cycles, and plan to start work on the east side in the 3` quarter of 2008, if at all possible. This cycle will not be <br />feasible if we don't start on the west side this year, because the agencies are unlikely to commit funds to New <br />Brighton when entire previous allocations are unused. <br />Explanation; The plans and specifications for this project were prepared by our consulting team of Kimley-Horn <br />and Associates and Barr Engineering. The engineer's estimate for the entire project is $2,600,000. The proposed <br />schedule is as follows: <br />Open Bids October 3, 2007 <br />Award Contract October 9, 2007 <br />Start Construction October 22, 2007 <br />Construction Complete Spring 2008 <br />Costs and Funding: This project, if approved, would mostly be reimbursed from the Deed and Metropolitan <br />Council grants. Some elements of the project such as demolition, well abandonment, and non-environmental <br />geotechnical excavations likely will not qualify for grant reimbursement.
