Box 3118 <br />St. Paul, MN 55165 <br />z <br />® Dear Mr. Otte: <br />At its Marchi meeting, the Commissioners of the New Brighton <br />M Housing and Redevelopment Authority asked that I write to you to <br />w explain how the U.O.P. - Johnson Division came to be included in the <br />z HRA's redevelopment area. <br />z Based on information submitted by our consultant that many <br />w aspects of the entrances to the downtown area of New Brighton were <br />deficient in their visual aspect and their traffic flow, it was <br />determined that it was necessary to include these areas in our <br />planning and to control their design and development, so that they <br />would provide easy and attractive entrances that would help draw <br />people into the downtown area. One of the entrances to downtown is <br />C from I -35W via Highway 96 to Old Highway 8. Control of that area, <br />00 especially the parcel immediately south of your company's property <br />z was felt to be essential in creating the correct image at this <br />O <br />�- north entrance. <br />C7 <br />For this reason, it was determined at an early date that this <br />m <br />� entrance should be within the HRA's redevelopment area. The specific <br />LU <br />boundaries of the redevelopment district were set at a later date. <br />LL <br />® The northern boundary was fixed as the north line of the U.O.P. - <br />�_ Johnson Division property. This decision was made because it appeared <br />that the inclusion of this property would be an asset to the financing <br />of the redevelopment plan by providing,a potential additional tax: <br />increment. The increased tax increment would enable project costs to <br />be repaid and the tax increment district dissolved more quickly. <br />It was also the HRA's feeling that inclusion in the redevelopment <br />area would not in any way hurt U.O.P. - Johnson Division and there was <br />certainly no intent to imply that your company's property was in any <br />way blighted or substandard.. <br />
