Allow private capital to work in areas where it would be attractive. <br />In the small areas where private capital may not be attracted, perhaps <br />general obligation bonds (if federal help impossible). <br />2. Offer tax incentives so that industry might consider internal <br />financing to redevelop. <br />3. I would like to see the few roads we have from the freeways made <br />to nice looking 4'lane roads. Businesses should help the property <br />owners help pay for this. We should try and get new businesses to <br />move into the many vacant properties we have now, rather than move <br />people out and create more vacant lots. Once the New Brighton area <br />becomes more crowded the older businesses could be phased out. <br />Miscellaneous Comments <br />i`. So as not to place any burden on the taxpayer. <br />2. Not been located here long enough to be informed or have opinions. <br />We know nothing about any redevelopment plan. <br />3. Not prepared to answer this question until further study has <br />been done. With a different approach to the downtown area there <br />may not be a need for a financing plan. <br />4. How can I honestly propose an alternative financing plan for a <br />project to which I am opposed? I am not thoroughly convinced that <br />tax increment financing would produce the revenues necessary for <br />the project, thus throwing an additional tax burden on the city <br />residents and businesses. <br />5. Not in favor of forced land and business grabbing. <br />6. Not in favor of H.R.A. at all. <br />7. I don't favor H.R.A. at all. <br />8. In favor of no movement. <br />9. This is a dreamer's plan - a very expensive Shangri-La with <br />the businessmen picking up a monumental part of it - the rest will <br />fall upon the homwowner - all will pay! <br />
