It seems to cause more disruption that it is worth. <br />T On the other hand, the plan has much to recommend it. I agree with the <br />editor of the New Brighton Bulletin when he ways the plan is provactivej! <br />imaginative, and even exciting. I also afree with the HRA Task force that <br />most of the phases should go ahead as plannedp except for phase three. <br />As far as the financing is concerned, the tax increment district should be <br />made smaller, as I said, to reduce %heimpact on to taxpayer. However, the facts <br />indicate that when the 5.5 million dollars of the district are spread out <br />over the city, the country, and the school district, the cost to the tax payer will <br />be small. I think it is wortkit. <br />There have been a number of questions raised by the business association, <br />the task force, the citizens who have spoken, and others who have contacted me <br />personally which I think need answering, or clarifying before we being this <br />plan. I would favor forming a group to answer these questions quickly add <br />efficiently, Which I think can be done. For instance, a number of people seem <br />to iddicate that this plan is unchangehhle, that once it is adotped that we <br />will have Water Tower Place just like the artist drew in his pictures. Thtt <br />is just a pcitre. Pictures can be changed, and even erased. Perhaps there are <br />businesses right now planning on improving their properties in the downtwon <br />core, which could fit therar plans into the HRA plans. They should be encoraged to <br />do this. This will save the HRA alot of money, and will keep those busineesses <br />where they are. Afterall, retaining as manh businesses possible in the downtone <br />core was one of the prime objectives of the HRA. <br />I vould like this group to meet as soon as possible, to meet as often <br />as necessary,so that the questions riased can be answered by Late June. When <br />those answer dome from the group, then we should be prepared to adopt part of <br />the plan which seems the most pssible and financial sound, and which fits. <br />
