Council Proceedings <br />City of New Brighton <br />April 5, 1977 <br />Special Meeting <br />Larry Baker, 1940 Serendipity Court, stated that the HRA plan was <br />to take money from one phase to pay for another. He <br />stated that the Businessmen's Association plan could <br />accomplish the same goal by taking a different route of action. <br />He stated the major difference was in the area of financing <br />and that the HRA would generate $16 million over 20 years. <br />He stated the most important thing was that the Council back <br />a mutually agreed on plan to resolve the problems. <br />Various Councilmembers stated that they did not know where <br />Mr. Baker came up with the $16 million figure and <br />that it did not appear to be justified by any <br />projections that they had seen. <br />Councilman Fisher stated that zoning was a major issue. <br />He stated that if there is not enough land to park on <br />existing property then you didn't have enough.land to expand <br />the businesses. <br />He stated the HRA could help in.this regard. <br />Martin Howell, 1511 2nd Street SE, stated that he did a substantial <br />amount of shopping in the downtown area and was in <br />agreement with the HRA concept plan. <br />Juran questioned why the private enterprise system <br />could not conduct the redevelopment. <br />Councilman Hardt responded that in his judgment land <br />ownership problems and soil problems required HRA <br />involvement and that the business community by itself <br />could not resolve these problems . <br />Gertrude Lange, 866 3rd Avenue, questioned that if no land <br />was available why there was a need for the HRA. <br />She stated that all the land which is available is swamps. <br />She questioned where additional -parking areas would be found. <br />Motion by Werdouschegg, seconded by Hardt to <br />close hearing CLose <br />5 ayes - 0 nayes- carried Hearing <br />rI- <br />
