Council Proceedings <br />City of New Brighton <br />April 5, 1977 <br />Special Meeting <br />Motion by Hardt, seconded by Fisher to estalilish a study <br />group composed of 9 members including <br />1. three HRA Commissioners to be selected by the HRA <br />2. three businessmen to be selected by New Brighton <br />Businessmens Association <br />3. three citizens, 2 from the redevelopment study area and <br />one outside the redevelopment study area to be <br />appointed by the Council <br />Motion by Bromander,-seconded by Senden to increase the <br />membership to 5 in each category <br />Motion by Werdouschegg;secanded by Fisher to amend <br />the amendment by providing 4 persons in each category <br />Vote on amendment to amendment <br />1 aye - 4 nayes (Werdouschegg voting aye) - motion failed <br />Roll call vote on amendment: <br />Fisher Naye Bromander Aye <br />Hardt Naye Senden Aye <br />Werdouschegg Naye <br />2 ayes - 3 nayes - motion failed <br />Vote on main motion <br />5 ayes - 0 nayes - carried <br />Motion by Bromander, seconded by Hardt to establish the <br />charge to the study group as being one to explore the <br />following fact situations: <br />A. In the area of the City under concern, there exists <br />commercial buildings and businesses whi-ch hve one or <br />more of the following characteristics: <br />1. vacant <br />2. deteriorated <br />3. not suited to today's commercial demands <br />4. have unorganized or deficient parking <br />5. have gone from more to less compatible, productive <br />and attractive uses. <br />
