The <br />attempt has been to coordinate the efforts of the retained <br />engineering firm with that of the city,.leavi:ng it up to the <br />discretion of the city engineering office to determine the proper <br />grade level and drainage requirements a`s it sees fit. This effort <br />will continue. <br />6. High water level referred to at outlot B pond resulted <br />from plugged culvert under Silver Lake Road, which caused back <br />up of water west of Silver Lake Road, having no apparent relation <br />to the -efficacy of the proposed plat since the pond at outlot <br />B was not the cause of the water buildup but rather has always <br />dissipated all the water it has received from the west. <br />Y. Reservation of outlot A in its present form is proposed <br />as the best alternative to immediate and denser subdivision since <br />it leaves more latitude of action either by the city in the event <br />that it is the eventual owner, or by a future owner who would <br />then be free to discuss the use of the building with the city, <br />or plat the area underlying the tract on which the building is <br />now located should its removal become necessary. <br />8. Outlot B pond forms a part of the city drainage system <br />which has no assessments levied against it, the cost of all <br />improvements in that area bordering Silver Lake Road having been <br />levied against the remainder of the Silver Lake Road widening <br />and improvement, by the county. Remaining tax considerations, <br />based upon market value, would be insignificant, assuming for- <br />feiture. Ramsey -County now maintains the boulevard adjoining <br />the road, the growth of evergreens fronting the pond abates the <br />necessity of further maintenance by the city. <br />9. Reference to high water level at 914 is the outgrowth <br />of a single incidence of a plugged culvert under Silver Lake Road <br />which backed up the flow of drainage from west of Silver Lake <br />Road. The level of the outlot B pond at that time remained at <br />approximately 910 elevation, dissipating at that time as now <br />all of.the water received. To that extent the water backup referred <br />to has no relation to consideration of this plat. <br />10. Lots 1-5, block -3, are at approximately 915 elevation <br />having been graded down in blue and yellow clay subsoil to that <br />level, generally regarded as the equivalent of bedrock. The <br />appropriately designed home on these sites would provide viable, <br />well drained, esthetically desirable homesites fronting on the <br />pond at outlot B. <br />11. Lots 4, 5, 6, Block 1 and Lot 2, Block 2, have double <br />frontage lots caused by accommodation to the dictates of Rice <br />Creek Watershed District and Soil. Conservation Service which <br />recommended preservation of drainage catch basin and wetlands. <br />
