RESOLUTION NO <br />07- <br />• <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION TO APPROVE ACCEPTANCE OF THE MNDOT <br />"SAFE ROUTES TO SCHOOL" (SRTS) GRANT. <br />WHEREAS, the Safe Routes to School (SRTS) program, created by the Federal <br />Transportation. Act, established a grant program providing communities with the <br />opportunity to improve conditions for bicycling and walking to school, and <br />WHEREAS, the City Council approved the first application process through MNDOT on May <br />23, 2006, which we did not receive. The City Council approved the application process <br />again on January 9, 2007 for the second solicitation, which we did receive, and <br />WHEREAS, the Parks and Recreation Department will link this grant to present and future <br />trail ways which are listed in the Parks, Recreation, and Trails Strategic Plan, and <br />WHEREAS, the main improvements highlighted within the grant are the pedestrian walkway <br />on the Silver Lake Road bridge, the trail to Highview Middle School, and the northern <br />trail in Hansen park, and <br />WHEREAS, Safe Routes to School projects are funded at 100% with no local match required. <br />The SRTS Program is a reimbursable grant program, meaning that recipients of the <br />funds will front the cost of the project and will be reimbursed during the course of the <br />project. All costs submitted for reimbursement are subject to eligibility requirements. <br />Any costs incurred prior to a project's authorization are not eligible for reimbursement. <br />The grant is for $175,000 which the entire project will cost approximately $180,000. <br />WHEREAS, Minnesota is expected to receive $8 million in Safe Routes to School funding <br />from 2005-2009. Application ranges are $10,000-$175,000 for infrastructure projects <br />and $5,000-$10,000 for non-infrastructure projects, and <br />WHEREAS, Under the Federal guidance for SRTS, participants are advised that the funding is <br />to supplement, not replace, existing funding sources. Additionally, states are directed <br />to maximize the available funding. The City of New Brighton received $175,000 to <br />complete the proposed projects and meet the goals of the grant. <br />NOW, THEREFORE, BE IT RESOLVED, to accept the MNDOT "Safe Routes to School" <br />(SRTS) grant. <br />0
