The Planning Commission voted 6-0 to <br />approve the request subject to conditions. <br />August 28, 2007: The Council removed this item from the agenda. <br />Financial Impact: None <br />Explanation: The applicant is requesting Site Plan, Planned Unit Development and Preliminary and <br />Final Plat approval for property located within the Northwest Quadrant, east side of Old Highway 8 <br />NW. The applicant is proposing construction of an 118,000 s.f. 2 story office building and associated <br />surface parking and loading dock facility. The proposal also includes consideration of a Planned Unit <br />Development and Preliminary and Final Plat in order to create one lot on one block, and dedication of a <br />portion of Northwest Parkway, to be known as TRANSOMA ADDITION. Lastly, the proposal includes <br />Conceptual PUD approval for a phase 2, which includes a 120,000 s.f. 3-story building, associated <br />surface parking, and skyway connection from the phase 1 building. <br />The Site Plan was reviewed in accordance with the newly adopted NWQ, Northwest Quadrant zoning <br />district and found to comply with nearly all requirements, subject to a condition of approval regarding <br />screening of the loading dock facility. The Planned Unit Development application was reviewed in <br />accordance with Chapter 7 of the Zoning Code and was found to meet all PUD conditions and criteria. <br />However, staff noted several conditions of approval related to conceptual PUD approval of the phase 2 <br />components. Lastly, the Preliminary and Final plat, known as TRANSOMA ADDITION, was also <br />found to comply with all subdivision standards of Chapter 26 of the City Code. <br />Following approval by the Planning Commission, Ryan Companies and staff have been discussing how <br />much of the building would be utilized for a use other than office. At the Planning Commission phase it <br />was understood by staff that the proposed building would be within the 25% limitation of a use other <br />than office (clean room assembly/labs, etc.). This is the percentage allowed per NWQ standards. <br />However, as further programming of the building has progressed there may be a need by Transoma to <br />utilize more than 25%. Should this be necessary, a larger percentage could be handled through the PUD <br />Declaration if the Council so desires. Clarification by Ryan regarding Transoma's needs will be <br />available at Tuesday's meeting for Council consideration.
