The sufficiency of each phase of the planned development size, composition and arrangement in order that its construction, marketing, and operation is feasible without dependence upon any subsequent unit, f. The burden or impact created by the planned development on parks, schools, streets, and other public facilities and utilities. g. The impact of the planned development on environmental quality and on the reasonable enjoyment of surrounding property. 7. The Planning Commission and City Council find that the proposal meets the Planned Unit Development standards and criteria established under Sections 7-230 and 7-240 of the Zoning Code. 8. The Planning Commission and City Council approve the Preliminary Plat in accordance with City Code Section 26-33. 9. The City Council has determined that with dedication of the additional easement recommended by the Director of Public Works/Engineering, the Final Plat of TRANSOMA ADDITION meets of plat requirements and should thus be approved. Now THEREFORE BE IT RESOLVED, that based upon the above findings of fact the application for Site Plan (LP2007-009), Planned Unit Development (PU2007-007), Preliminary Plat (PL2007- 004) and Final Plat (FP2007-004) are approved in accordance with attached Exhibit B, subject to following conditions: I . Incorporation of the engineering/public works recommendations noted in the memo dated 8-16-07, attached to the Planning Report. 2. Incorporation of a wall at the north end of the loading dock area to provide greater screening of the loading dock and to comply with Section 6-750 (H). 3. Prior to Final PUD approval of the second phase, the applicant must submit for Site Plan approval and Final PUD approval before the Planning Commission and City Council. 4. The 2"d phase shall be reviewed in accordance with the NWQ, Northwest Quadrant District standards. 5. As part of the Site Plan review of the 2"d phase, the applicant shall provide greater details related to the skyway construction, including but not limited to, materials, signage, and lighting. 6. Prior to City signature on the Final Plat, park dedication fees in the amount of $72,685.76 must be paid. The applicant enters into a Planned Unit Development Declaration.
