In addition, the applicant must provide at least three categories of building materials. Those <br />materials consist of primary = 60% of the facade, secondary = 30% of the facade, and accent = <br />10% of the facade. The applicant has proposed a primary building material of decorative block <br />broken up in to dimensions, colors, and textures that resemble brick. The secondary building <br />material consists of two different colors of stucco, and lastly the applicant has proposed two <br />different colors of steel as accent materials. <br />Staff finds the proposed building design and materials comply with all standards noted in the <br />NWQ district. In an effort to better visualize how the proposed building will look, the applicant <br />provided a display board illustrating a colored rendering of the building with sample materials, <br />which will be provided at the meeting. <br />Service Loading and Storage Areas <br />The applicant has proposed two loading docks at the north end of the western facade. Section 6- <br />750 (H) states that loading docks shall be "screened from eye-level view of public streets, open <br />spaces, and adjacent properties with walls of similar materials and design as the principal <br />building". Additionally, "landscape materials shall be incorporated into such screening to a <br />height of at least six feet". In reviewing the Grading Plan it appears there is about 3 feet of grade <br />change between the loading docks and the street. Within the green area between the loading <br />dock and street the applicant has proposed 4 Austrian Pine trees. In order to fully comply with <br />Section 6-750 (H) the applicant should be directed to add a wall of similar materials and design <br />of the principal building to help screen the dock. <br />• Landsca in <br />The applicant provided a Landscape Plan, which was reviewed by the City Forester. The City <br />Forester was satisfied with the plan but noted concern over snow storage areas. Based upon the <br />niinimurn landscaping requirements of the NWQ district the applicant may be required to truck <br />the snow off-site or melt it so as not to negatively impacts the plantings, especially in the first <br />few years while the plants are establishing themselves. <br />Section 6-750 (3) of the NWQ district requires the following related to landscaping: <br />® At least 10% of the perimeter of the parking area shall include landscaping other than <br />sod, <br />® Parking lot islands shall be a minimum of 150 s.f. and include at least one overstory or <br />evergreen tree, <br />• Where the parking lot abuts the site perimeter one tree shall be provided every 25 feet. <br />a Overstory, ornamental and evergreen trees and well as shrubbery and ground covers <br />shall be provided. <br />e For parking areas abutting 135 W a landscape buffer of 3' shall be provided to screen <br />the view of the automobile from headlights. <br />Staff finds that the applicant has landscaped nearly 100% of the green area provided and all <br />landscape islands are at least 150 s.f. and include an overstory tree. Also, the applicant has met, <br />and in some locations exceeded, the requirement of one tree for every 25 feet of site perimeter. <br />These trees have been evenly distributed around the perimeter rather than clustered. Lastly, the <br />applicant has provided all types of landscaping required and has complied with the buffer <br />requirements at the I-35W frontage. Thus, staff finds the Landscape Plan in full compliance with <br />the NWQ district standards.
