Northwest Quadrant project area, as defined by the Northwest Quadrant <br />Framework Plan approved by the City Council on June 28, 2005. 0 <br />Not applicable. No adjacent land uses are zoned R-1 or R-2. <br />(9) Any improvement, such as streets, sidewalks, or utilities to be located on or in land dedicated <br />to the public, shall be ordered and financed in accordance with Sections 25-16 through 25-45 of <br />the City Code. <br />This applicant has proposed dedication of roadway, which is in full compliance with Chapter 25 <br />of'the City Code related to Subdivisions. <br />Staff finds all PUD standards have been met and would recommend approval of the PUD <br />application. <br />Conceptual PUD Approval of 2"d Phase <br />The applicant is requesting conceptual PUD approval of a 2"d phase. Sheet C3 of the <br />attachments provides a draft plan of the 2"d phase, which includes a 2"d building of 120,000 s.f., <br />surface parking, and a skyway feature connecting the two buildings. <br />Staff did not perform a full site plan analysis on the 2"a phase, however prior to final PUD <br />approval the site will have to comply with all NWQ district requirements. Additionally, the <br />skyway presents some zoning challenges. At a minimum, the applicant will have to meet all <br />Building and Fire Code requirements. Also, prior to final PUD approval the applicant must <br />submit greater details related to materials proposed, if any signage would be requested, whether <br />the skyway would be lighted at night, etc. <br />Staff would recommend Conceptual PUD approval of the 2"a phase, subject to submission of Site <br />Plan and Final PUD applications prior to development. <br />PRELIMINARY & FINAL PLAT ANALYSTS <br />The applicant is proposing that Preliminary and Final Plat approval be granted simultaneously. <br />The applicant is proposing one lot on one block, including dedication of roadway to be named <br />Northwest Parkway, known as TRANSOMA ADDITION. The plat includes dedication of the <br />appropriate width of right-of-way and all necessary drainage and utility easements. Also, the <br />Director of Public Works notes that an additional drainage and utility easement must be <br />dedicated at the northeast corner of the site to provide access to several TCAAP wells that are <br />remaining. Also, the applicant must prepare and execute an access agreement to these wells <br />prior to issuance of a building permit. Both these conditions are noted within the Director of <br />Public Work's memo dated 8-26-07, which is made part of the staff recommendation. <br />Lastly, as part of Final Plat approval the applicant must pay park dedication fees in the amount of <br />$12,278 per acre. Based on a square footage of 5.92 acres (not included dedication roadway) the <br />applicant must provide payment of 72,685.76 prior to City signature on the Final Plat. <br />0
