Jacobson, Director of Public Safety <br /> <br /> CITY MANAGER'S APPROVAL: <br /> <br /> No comments to supplement this report ' Comments attached <br /> <br /> Recommendation.: <br /> <br /> Approval of mitigation plan and provisional multiple dwelling license for the property Silver <br /> Lake Flats (formerly Timber Crest Apartments) located at 2090-2160 West County Road E. <br /> <br /> Legislative History: <br /> <br /> A revision of City Code Chapter 13 Article 3 was enacted in February 2001 and allows for the <br /> issuance of a provisional license for a multiple dwelling that generates an average of over .5 <br /> police or fire calls per dwelling unit in the preceding six month period. Based on such calls for <br /> • service, this property has only been eligible for a provisional license since July 2006. <br /> <br /> Financial Impact: <br /> <br /> Silver Lake Flats will be required to pay for a six month provisional license at a fee of $18 per <br /> unit, in addition to the Crime Free Multi-Housing program fee of $5 per unit. <br /> Explanation: <br /> <br /> The New Brighton Department of Public Safety reviewed police and fire calls to all licensed, <br /> multiple dwelling housing units in the City of New Brighton for the period of January 1, 2007 <br /> through June 30, 2007, as required by City Code Chapter 13. This included the property <br /> described as Timber Crest Apartments located at 2090-2160 West County Road E. This <br /> apartment property is now owned by Mr. Anthony Beasley and operated as Silver Lake Flats. <br /> The analysis revealed a level of .56 provisional calls for service per unit for the six month period <br /> of review. This level is in excess of .5 calls per unit as allowed under this ordinance. The calls <br /> for service which are to be considered for a provisional license to this complex are as follows: <br /> <br /> Assault - 5, Burglary 1, Disturbance - 14, Domestic - 4, Drug Possession 1, Fire Alarm - 8, <br /> Liquor Violation - 4, Vandalism - 1 Total Calls Considered for Provisional Licensing - 38 <br /> <br /> The previous owner of Timber Crest Apartments, Penrod Lane LLC, was notified by a letter <br /> dated 11 July 2007 regarding this level of provisional calls for service to the property.
