1 Council Proceedings City of New Brighton Feb. 8,1977 Motion by Bromander, seconded by Senden to direct the administration to prepare a report outlining the method to be followed to achieve the following elements of a comprehensive street improvement program: 1. That the actual street improvement reconstruction projects be scheduled as part of the Capital Improvement Plan. 2. That street overlays be assessed at a minimal rate and that prime financing be through the City by debt obligation amortized through ad valorem taxes. 3. That new street improvements be assessed at 100 per cent and that alternative methods of new street improvements other than the standard public improvements process be explored. i2-14- 6 4. That replacement of existing concrete curbs be on the same contributory basis as street overlays and that replacement of bituminous curbs with concrete curbs be financed by the City, -in an amount equal to the difference in cost of bituminous and concrete curbs. 5. That road reconstruction have an assessment equal to actual benefit with the City assuming the remaining costs. 5 ayes - 0 nayes- carried Motion by Hardt, seconded by Werdouschegg to receive minutes of administrative bid opening for Tree Spade of Thursday Jan. 27, 1977 a.m. and Tractor mowing Unit. 5 ayes - 0 nayes- carried Motion by Werdosuchegg, seconded by Hardt to receive administrative tabulation and recommendation on Tree Spade and Tractor Mowing Unit. 5 ayes- 0 nayes- carried Tree Spade and Motion by Werdouschegg, seconded by Senden to award bid on Tree Spade to Vermeer Sales & Service, 3750 W Highway 13, Burnsville, Mn in the amount of $10,899. 5 ayes - 0 nayes- carried Motion by Werdouschegg, seconded by Hardt to award bid on Tractor Mowing Unit, Option C,to Goulds Supply and Equipment, 3711 Lexington Ave N, in the amount of $13,155. 5 ayes - 0 nayes - carried Tractor Mowing Unit
