RESOLUTION <br />WHEREAS, the state of Minnesota is currently involved in a severe <br />energy shortage; and <br />WHEREAS, a critical need for moderate income housing is projected <br />for at least the next two decades; and <br />WHEREAS, it is far less costly to encourage citizens to upgrade <br />existing housing than it is to government to attempt <br />to rennovate neighborhoods; and <br />WHEREAS, it is essential that the State stop discouraging people <br />from improving their own property. <br />THEREFORE, BE IT RESOLVED that the City of <br />does hereby support the concept of Senate File 103 <br />that would put a moratorium on the taxing of home <br />improvements as long as the square footage living area <br />was not increased and the property is five or more years old. <br />Mayor: <br />Attest: <br />
