Lewcock, City Manager <br />SUBJECT: Concept Plans, City Hall <br />The City Council provided $6,000 in the 1977 Capital Improvement Budget <br />for the purpose of developing concept designs for the future addition to <br />City Hall. We believe the consistent course of action would be to <br />work with Dickey/Kodet Architects, Inc. as to this concept design work <br />since this firm was employed in the two remodelings earlier conducted to <br />the present building, and therefore is quite familiar with this structure. <br />We think it is particularly important that the firm doing this job be <br />completely familiar with the buildings heating and air conditioning system <br />since we consider them inefficient and believe it very wise that any <br />addition have corrective action to the present system. <br />Attached is an agreement between the above mentioned firm and the City to <br />do the concept work. You will note that the contract:-_ is essentially <br />thf only for the concept work, but also for the full design work when <br />at is so directed by the City. We believe this is the only way we can <br />terest the architect in the concept work. Secondly you will note that <br />e concept work carries a $6,000 maximum cost with the actual billing <br />to be calculated on actual hours spent. This means that should the hourly sum <br />be less than $6,000 the lesser sum would be paid; however, should the <br />hourly cost exceed the $6,000 maximum, only $6,000 would be paid. This <br />schematic phase includes soil borings to be conducted. The consultant <br />will meet with the Community'Development Department to ascertain what <br />boringsinformation is available and only the borings required will then <br />be taken. Additionally the schematic phase includes work with the HRA <br />consultant in that we believe it critical that the concept fits the <br />overall design concept for downtown redevelopment and so that the HRA <br />consultant can share whatever ideas he might have for building design with the <br />City's architect. <br />r, <br />ri <br />Thomas F.
