The second step was the actual <br />application of these figures to the respective number of Diseased <br />Trees Identified in 1976 to find the low bidder. It was through <br />this process that the SAS Tree Service was found as being low <br />bidder with a bid of $36,637.85. Whitesell Tree Service, Inc., <br />was nearest to the low bid with $37,886.42. <br />A reference check with three recent and present holders of contracts <br />with SAS (cities of Plymouth, Minneapolis and St. Paul) showed that <br />these cities felt that SAS is a responsible service. Comments <br />ranged from "very good" to "average". It was mentioned that they <br />responded well to damage claims incurred during the removal process <br />and met removal deadlines, except for a period of time this winter <br />in Minneapolis. A minor complaint by one city was thatSASwas <br />sometimes difficult to contact. The City of St. Paul remarked that <br />they were having a problem with the said tree service permitting <br />sub -contracts on some jobs. This is allowed in New Brighton's <br />contract with city approval of responsible sub -contractors, as <br />written in the 1977 New Brighton Tree Removal Specifications. It <br />appears that we -have the option of approval and can prevent this <br />from becoming a problem. <br />On the basis of being low bidder as explained above and by showing <br />reasonable responsibility to recent employers, the SAS Tree Service <br />is recommended for the 1977 tree removal contract for the City of <br />New Brighton. <br />Richard F.
