r <br />February 15, 1977 <br />TO: The Honorable Mayor and -Members of the City Council <br />FROM: Thomas F. Lewcock, City Manager <br />SUBJECT: Bid Tabulation Supplement, Air Warning Siren <br />All bids meet specifications. Only the Batzli bid includes installation <br />and wiring. We have received a quote for installation and wiring of <br />$2,080. If this amount is added to the apparent low bid of Electric <br />Service Co: that bid becomes $8,008 or $256 greater than the Batzli <br />bid. Not only is the Batzli bid low, but it would be preferred to work <br />with one contractor rather than two. The administration recommends <br />award of purchase and installation of the siren to Batzli Electric Co. <br />in the amount of $7,752.00. <br />There are two other costs associated with this project. A pole must <br />be purchased and shipped to the site. This is estimated to cost <br />$196. The initial site selected for the siren was the southern water <br />tower site. If this site is used there will be an additional cost <br />of $2,250 for NSP to run power to the site. The total cost would <br />be $10,198 or $1,198 in excess of budget. There are also several <br />other locations that could be utilized. Perhaps the best alternate <br />site is 845 3rd Street SW near the Wilmus buildings. There would be no <br />cost to run power to the site We believe this site is super since there <br />would be no "dead spots" created as would be the case by the water <br />tower because of the blocking effect on the tower. Additionally, <br />the siren would not be in extremely close proximity to apartments <br />or mobile homes, or single family homes, as is the case with other <br />locations, but does provide the required coverage for the southern <br />portion of the city. <br />Thomas F.
