I <br />Council Proceedings <br />City of New Brighton <br />Feb. 22, 1977 <br />Mayor Bromander directed, with consent of the Council <br />that administrative report re: Traffic Signals at 5th St. NW <br />and Silver Lake Road be received and placed in the minutes. <br />Motion by Hardt, seconded by Werdouschegg to authorize Traffic <br />Mayor and Manager toeexecute agreement and plans Signals <br />5 ayes- 0 nayes— carried <br />Councilman Hardt reviewed his concerns with watermain <br />breaks on Silver Lake Road between 7th Street and 5th Street <br />and the traffic hazard that those breaks create. <br />Motion by Hardt, seconded by Fisher to direct administration <br />to prepare a report relative to watermain breaks for Watermain <br />consideration by the Council the first meeting in March. Breaks - <br />5 ayes - 0 nayes-carried March 8 <br />Mayor Bromander directed, with consd.nt of the Council,that <br />the letter from Senator Robert M. Benedict, be <br />received and placed in the minutes <br />Motion by Hardt, seconded by Fisher to waive the reading RESOLUTION <br />of the resolution and to adopt the resolution entitled NO. 1854 <br />RESOLUTION SUPPORTING SENATE FILE 103 UNDER CERTAIN <br />CONDITIONS with the following amendments: <br />Add at the end of the sentance THEREFORE BE IT RESOLVED <br />"'that property so improved be assessed at its full <br />market value at the time of sale and that improvements to <br />meet minimum building code requirements only be covered by <br />the provisions of the bill." <br />Motion by Senden, seconded by Fisher to amend the resolution by <br />requiring that property be assessed at full market value <br />when sold or within 5 years of the improvement <br />whichever is less. <br />Vote on amendment <br />2 ayes -3 nayes (Bromander,Hardt, Werdouschegg) - failed <br />Vote on Main motion <br />3 ayes -2 nayes (Fisher, Senden) - carried <br />Mayor Bromander directed, with consent of the Council, that <br />letter from Martha Sullivan resigning from Park Board be Defer to <br />received and placed in the minutes. March 8 <br />Motion by Bromander, seconded by Werdouschegg to defer action on <br />appointment to Park Board to fill term to expire Dec. 31, 1977 <br />to March 8 Council meeting <br />5 ayes- 0 nayes- carried <br />
