~- , r. <br />~~ ~ MEMORANDUM OF POSITION <br />~ f~~ <br />The undersigned, residents of 14th Avenue Northwest, from 16A <br />Street to Hipp's View Point Addition, having been notified of a <br />hearing on December 2, 1976, to consider the making of 1977 Public <br />Improvement 77-7 have met on November 21, 1976 to discuss said <br />improvement and listen to a presentation from a member of the City <br />of New Brighton government to hear and understand the improvement <br />and alternatives pursuant to same and to hear and understand the <br />objectives of the City do hereby state that the following is the <br />position of the undersigned: <br />That it is our understanding that, in that sewer and water <br />improvements along with paving have been made along all but <br />the last two most easterly lots on 14th Avenue, there is no <br />practical necessity to reconstruct that roadway at this <br />time and that the improvements can be limited to the Hipp's <br />View Point Addition and the most easterly portion of 14th <br />Avenue. <br />Further, we understand that while the City prefers a thirty- <br />two foot width for pavement and curbs not including any <br />additional width for right of way, that a width of twenty- <br />four feet is workable for the pavement area. <br />Further, we understand that the Mayor and Council members <br />are apprised of the individual character and history of use <br />of this specific portion of 14th Avenue and understand that <br />if the existing roadway width is expanded that considerable <br />trees would be lost, and structures such as fences and retaining <br />walls would have to be moved and that as a practical matter <br />the reduction of the distances between the road pavement and <br />dwelling houses would have a serious, negative effect on the <br />continuation of residential uses of the properties. <br />Further, we understand that the City, Mayor and Council is <br />aware that the Hipp addition would add only six additional <br />residences to this dead end road. <br />We, therefore, state this position: <br />That we desire no changes in the existing roadway. We <br />have had no problems in our use of the road as it now exists <br />and believe that any change through enlargement to the width <br />of the road would be to our detriment. <br />We da not believe that the addition of six residences will <br />dramatically affect the use of the road to any extent that <br />would require the enlargement of any existing portion. <br />We do not desire any curbing, whether said curbing is asphalt <br />or concrete. <br />We do not desire any repaving. <br />We desire that the extension of 14th Avenue into the Hipp's <br />View Point Addition is by construction of a road twenty-four <br />(24) feet in width with curbing rather than thirty-two (32) <br />feet in width with curbing and that the difference in width <br />if any from the existing road width is made up in the approximate <br />sixty (60) foot distance between the end of the existing pavement <br />and the beginning of the Hipp road, said sixty feet being part <br />of the width of the easterly lots on 14th Avenue that are con- <br />tiguous to the Hipp addition. <br />We strongly request that Improvement 77-7 is amended to reflect <br />our desires, and that road improvement is limited as per the <br />above. <br />1;, <br />~~~ f <br />
