<br />December 6, 1976 <br />The Honorable Mayor and Members of <br />the City Council <br />80.3 5th Avenue NW <br />New Brighton, MN 55112. <br />Dear Sirs: <br />We are writing this letter to you to document our comments on <br />the proposed reorganization of the Planning Commission. Thank you <br />for the opportunity to comment on this reorganization. <br />After much debate, we have decided to offer to you the following <br />comments; <br />- Asking the Commission for a statement of fact. is a <br />good idea. <br />- The Council appointing the Chairman has some merits as it <br />may make that person iro re responsible to the Council. <br />At the same time the Council maybe should go a step <br />further and require that the Chairman come to Council <br />meetings and defend the Commission action. <br />- We question reducing the Review Board to three people. <br />A quorum would have to be two people and based on past <br />experience, that's all that would be at most meetings. <br />We feel that two is not enough to make these important <br />decisions. <br />From the general point of view, we question the need to reorganize <br />the Commission. In the past few months several of our decisions <br />have not been accepted by the Council. We assume that is why you <br />are considering a reorganization. Rest assured, that we also are <br />quite concerned about that. We also understand that your meetings <br />are much too long; partially because of the need to go over Commission <br />decisions. We do not think all of this will be solved by simply <br />reorganizing the Commission. In our mind, it would be better to <br />establish criteria with which to review applications and with which <br />the Council and Commission can live. But, please remember that no <br />amount of reorganization can increase the efficiency of either the <br />Council or the Commission. More action and less talk could help us all. <br />
