,. <br />December 8, 19'75 <br />Mayor Bromander <br />New :Brighton City Council <br />Dear sirs: <br />I respectfully request that ~.he New Brighton City. Council consider <br />as an agenda item at the next council meeting, a resolution allow- <br />ing street operation of snowmobiles in a direct route to and from <br />approved snowmobile areas. I am making this request based on <br />the following information. <br />This res~nlution would not change our present ordinance, but would <br />add the mobility needed by snowmobilers to reach approved areas <br />without t'ne use of trailers. It would also-be compatable with <br />similar resolutions passed in Moundsview and Shoreview. <br />A resolution 811owing direct gavel would allow snowmobilers <br />to take advantage of trail .systems being considered in Shoreview, <br />and the possible trail systems that may be developed in the new <br />park property along the east shore of Lang Lake. This access <br />would be most. important to snowmobilers whoworked very hard to <br />help pass the bond issue several years ago making it possible to <br />obtain this property and provide multi-purpose trail systems <br />for all seasons. <br />~~dhile snowmobiling in many cases°is an entire family activity, it <br />would especially be the teenaged operator who now finds difficulty <br />in reaching approved areas for riding. A large number of young <br />people have completed the state certification program, and are <br />between the ages of 14 and 18. These young adults could not <br />transport their equipment to approved areas without adult assis- <br />tance. The suggested resolution would return to then a legal <br />means ,of reaching proper areas in which to snowmobile. <br />Several years of snowmobiling have seen problems with this <br />activity drop as snowmobilers have become increasingly mindful <br />of their responsibilities if the previlege to snowmobile is to <br />remain open in New Brighton. TrJhile involved, the city police <br />department, and managers office have held a positive attitude <br />towards this sport over the past few years. I could only hope <br />that the actions of a few would not spoil the reputations of <br />the many good operators who enjoy this sport. <br />A final concern is the present snowmobile patrol. This unit has <br />been assisting both the police and the local snowmobilers for <br />several years. Their activities have included posting non-use <br />areas ,-training youth through the state certification program, and <br />answering of calls concerning problems with the New Brighton Police <br />and patrolling and assisting snowmobilers on the city's lakes. <br />The present situation makes this assisting progra~. impossible <br />as the patrol cannot function on the street without their being <br />street travel. <br />
