~~ <br /> <br />December 8, 1976 <br />T0: CITY MANAGER <br />FROM: CITY CLERK <br />SUBJECT: SUBMISSION OF MUNICIPAL <br />CHAPTER 132, LAWS 1976. <br />MAPS BY PRECINCT TO COMPLY WITH <br />Enclosed please find a copy of a memorandum sent to each mayor in municipalities <br />with more than one election precinct from the State Demographer detailing the <br />requirements necessary to bring precinct boundaries into compliance with Chapter <br />132, Laws of 1976. and the deadline for adopting such changes. <br />In summary, the memorandum states that after November 2, 1976 and before. <br />January 1, 1977 each municipality in the .state must set up precinct boundaries <br />so that each interior boundary follows visible, clearly recognizable physical <br />features, such as a street, stream, shor~l~ne, drainage ditch, railroad right- <br />of-way or any other line which is clearly visible from the ground. This will <br />enable the state to use census data to facilitate reapportionment following the <br />1980 census. After January 1, 1977 precinct boundaries cannot be changed until <br />January 1, 1982. <br />This office recommends that at the same time as precinct boundaries are .changed. <br />to relect the changes mandated by Chapter 132, precinct. 2 be split into -two, <br />precincts to allow for more orderly voting. <br />At the November 2nd election, precincts 1, 3, 4, and 5 experienced only the <br />'normal problems relating to a national election. However, precinct 2 experienced <br />rather severe problems because of the Large turn out which overtaxed the: <br />a#ailable facilities. <br />The Precinct 1 boundary is currently every part of the city east of 8th Avenue <br />N.W. and 8th Avenue, extended through Long Lake, (See present precinct map <br />attached hereto) with-voting at City Hall. There were 1367 votes cast in this <br />precinct on November 2nd which is about the maximum this facility can handle <br />efficiently. This office proposes only minor changes to meet the requirements <br />of Chapter 132, Laws of 1976. Such changes would be that at 8th Avenue N.W. and <br />10th Street, N. W., the boundry line follow 10th Street to Long Lake Road, Long <br />Lake Road to the northerly boundary of I69$, easterly along 1694 to Long Lake <br />thence along the westerly and northerly shore line of Long Lake to Rice Creed <br />and Rice Creek to the northeastern boundary of New Brighton. (See ppoposed <br />precinct map attached hereto) This would add only the homes now located north <br />of IOth Street, east of Long Lake Road, south of I694 and west of 8th Avenue, <br />extended to Precinct I. <br />Precinct 2 which presently covers that portion of the city north of 14th Street <br />and west of 8th Avenue extended is proposed to be divided into 2 precincts. <br />At the November 2nd election, 3183 votes were cast which as stated previously <br />caused rather severe problems and inconvenience to the voters. A review of the <br />registered voters records for Precinct 2 indicated that about 2 of the registered <br />
