<br />-2- <br />The internal operation of the Montessori School and Day Care Center <br />was attractive, clean, quiet and appeared to be very educationally <br />oriented. <br />Overall, we see no problem with the continuance of this operation <br />in its present form. <br />As, apparently, the same four above noted conditions will apply <br />to this special use permit, if reconfirmed and unless changed, the <br />Council may want to make a determination of whether or not a fence <br />should be installed in the play area. Essentially, the area to be <br />fenced would be between buildings 1449 and 1219. The School Director <br />has indicated that supervision of outside activities has been adequate <br />to preclude the necessity of such a fence. .Based on the performance <br />over the past two years, we would concurr in this. assessment. The <br />situation of a play area located near a roadway is one that is <br />similar to other school sites in New Brighton. <br />As there have been no problems in the operation of this school, <br />the Council may wish to amend Condition #4 regarding a mandatory 2 year <br />review of the special use permit. A suggestion is that the Condition <br />#4 be amended to read that future review of the special use permit <br />shall be at the discretion of the City Council, or that there be <br />a review after 3 years. We would note that a similar operation <br />located in the Brighton Village Apartments is subject to review after <br />3 years. <br />~_ ~.. <br />James F.
