September 24, 1976 <br />TO: Thomas F. Lewcock, City Manager <br />FROM: James J. Kleinschmidt, Director of Public Works <br />RE: Report on Traffic Conditions near Oakwood & Silver Lane <br />1. Problem <br />The administrators at Silver Oaks Elementary School report <br />that traffic conditions around this school are such that it is <br />hazardous for children crossing streets in this vicinity. <br />In particular they feel that traffic is going too fast. It <br />has been suggested that "Speed Limit 20" signs, similar to <br />those on County Road D at St. Anthony School, be erected <br />in the streets adjacent to the school. <br />2. Radar Check <br />The police departmebt conducted a radar check in the <br />vicinity on Monday, Tuesday, and Wednesday, September 20, <br />21,and 22. They conducted it between the hours of 7:00 A.M. <br />to 9:00 A.M. and 3:00 P.M. to 6;00 P.M. These are the hours <br />when children are walking to or from school. A total of <br />eleven vehicles were found to be travelling over 40 miles <br />per hour (and under 45 mph). Eight of the eleven drivers <br />lived in the area or worked in the school. <br />3. Changes in State Law <br />In 1975 the Legislature amended Minnesota Statutes 1974, <br />Section 169.14 to read in part: <br />"Subd. 5a (SPEED ZONING IN SCHOOL ZONES.) Local <br />authorities may establish a school speed limit <br />within a school zone upon the basis of an <br />engineering and traffic investigation as prescribed <br />by the Commissioner of Highways. The establishment <br />of a school speed limit on any trunk highway shall <br />be in effect when children are present, going to or <br />
