KLEINSCHMIDT, DIRECTOR OF PUBLIC WORKS <br />RE: DESIGNATION OF ADDITIONAL STATE AID STREETS <br />The State Aid mileage allotted to a given City in <br />Minnesota is equal to 20/ of the improved mileage within <br />that City (excluding State Highways and County State Aid <br />Highways). In New Brighton this is equal to 12.64 miles <br />of which 11.89 miles have been designated as State Aid <br />Streets and 0.75 miles remain undesignated. <br />Municipal State Aid Streets shall be selected based <br />on the following criteria: <br />1. Carry relatively higher traffic volumes, <br />2. And connect the points of major traffic <br />interest within an urban municipality, <br />3, Or be identified as a collector or arterial <br />' as identified on the municipality's approved <br />functional plan, <br />4. And form a system of streets which will <br />effectively serve traffic within the urban <br />municipality, <br />5. And provide an integrated street system <br />affording within practical limits a state - <br />aid street network consistent with local <br />traffic demands. <br />I have reviewed the existing State Aid Street System, <br />the County Road System, and the State Highway Road System <br />within New Brighton and have concluded that the following <br />streets meet the above criteria and also are best suited for <br />State Aid designation from New Brighton's point of view: <br />1, First Street S.E. from Cleveland Avenue <br />to New Brighton Road (0,4.2 miles). <br />2. 16th Street NW from Silver Lake Road to <br />the.west limits of New Brighton (0.25 miles). <br />Enclosed you will find two resolutions designating the <br />above streets as State Aid Streets. If the City Council <br />passes these resolutions, the District Highway Engineer, and <br />the Commissioner of Highways, must approve of these designa- <br />
