October 20, 1976 <br />TO: Thomas F. Lewcock, City Manager <br />FROM: Barry P. Johnson, Building and Planning Coordinator <br />RE: Ordinance Amendments - Accessory Buildings <br />Attached are two ordinance amendments which change Zoning <br />Code and Building Code requirements in regard to accessory buildings <br />as was directed by the Council on September 15. <br />The Zoning Code revisions apply only to R-1 and R-2 Districts <br />although some changes to the R-3 District regulations were <br />necessary in order to keep them as they presently are, since <br />they were affected by the changes to the R-1 and R-2 District <br />requirements. <br />One area of uncertainty was the Council's intent in regard <br />to conservatories. We understood the intent to be, and wrote the <br />ordinance to reflect, that conservatories were not limited in <br />number and were allowed in addition to any other accessory <br />building. If this is not correct, the ordinance can easily be <br />changed. <br />Another question relates to the amendment to the Building <br />Code. This amendment deletes the prohibition on second garages. <br />There was no specific Council direction on this point, although <br />the Planning Comission had recommended that it be removed. The <br />effect of the change would be to allow a house with an attached <br />garage to also construct a detached garage.
