Memo on Council meetings- p.2
5. Mayof simply asks if their is any objection to an action. It is
common practice for legislative bodies to allow the chair to take certain
non -controversial actions by simply asking "Is them any objection to this action.
If not, it is so ordered." This would. cut down on the time we spend on mahy
controversial items. The vote may be recorded as unanimous. If a councilman
has objection, then a formal voice vote, or roll call may be takene
6. Vote to limit discussion. We have taken this action a few times
before, and perhaps we should take it more often. Councilmen should be willing
to express their views succinctly, and then vote. Moving discussion along
would help our efficiency. Perhaps the Mayor could remind councilmembers
about the amount of time we have spent on an item, and how much we have left
on the agenda.
We have a problem with our efficiency as a council, and we should
apply good management standards to our decision-making. We apply these
same standards to our business life, and I think they apply here. I hope the
council will take some action among these alternatives, or others which will
make us a more responsive, open group working for the people.
Co,incilman Hardt
