The Council may <br />wish to decide whether a project of this scope fits within its <br />priorities at this time or whether it better fits with an intensive <br />study of licenses and fees to be conducted at a later date. In <br />deciding on this issue the Council may wish to keep in mind the fact <br />that requests for withdrawals are infrequent occurrences that have <br />been resolved without extraordinary expenditures of time. <br />Another alternative is an interim solution. An ordinance could be <br />enacted laying out withdrawal policies as noted in the first section of <br />this report. Fee refundment could be addressed in a general fashion <br />by giving the council the option of such refundment based on the facts <br />of given case or by not permitting any refundment unless otherwise <br />provided in a specific ordinance such as with liquor licenses. It <br />would seem to be appropriate to allow no refundment unless a proper <br />written request has been submitted, and to allow no refundment for <br />applications denied. <br />r <br />~ ~~~ <br />Thomas F.
