6 <br />Alternate ~3 will create similar lot configurations on the north side <br />of Palmer Drive to what would be created by alternate. 1. Basically, <br />there should be no problem other than, of course, the double frontage <br />lots. The intersection of. Palmer Drive with Thorndale Avenue will <br />probably create a slightly odd-shaped pointed lot to the west of that <br />intersection but this should not be a problem as it can be oriented <br />in the manner essentially similar to the normal corner lot. <br />Benefits and Assessments <br />Improvements if to be assessed are based on the benefit principle. <br />To be sure, any of the improvements will provide benefits to someone. <br />For projects of this nature the benefits must be to property abutting <br />on the revised road system. More specifically, the benefit for a <br />road improvement should be the provision of access where it-does not <br />now occur or the providing of better access by means of permanent <br />surfacing. In this case all parcels have permanent access. In our <br />considered judgment none of the alternates are assessable. If <br />ordered, financing would have to be via Capital Improvement Funds <br />(Revenue Sharing or Liquor).
