-2-

The advantages to the City of participating would seem to
be 1) to provide help to some individuals in rehabilitating their
property and 2) to provide an indication of the need and desire
for rehabilitation programs in the City.
This program would be entirely voluntary, both on the part of
the City, as to whether it wishes to join, and on the part of
the individual homeowners, as to whether they wish to apply. There
will be no mandatory participation or mandatory housing code
inspections as part of the program.
Because of the very limited nature of the program, we have
adequate staffing to handle this kind of an effort. If the program
were to be significantly larger than anticipated or if present
staffing, that is the planning aide who handles the Section 8
program, were to be cut, we may lose our ability to participate
in the program and would have to withdraw. Direct cost to the
City from participation in the program will be almost non-existent.
However, some staff time obviously will be required. Limited
reimbursement, $223.00, will be received.
~~ "vim /~~~~L~.,-a-t'~
Barry . vJohx~son
Building & Planning Coordinator
BPJ:bj
