Railroad Wve and Team 'T'rack <br />Fernelius reported that the last remaining issue for the wye construction is a pipeline, owned by Magellan, <br />that needs to be encased so the track can run over it. MT Properties has signed a letter of understanding <br />and staff is working on the last issue with MN Commercial Rail. The proposal should go before Council <br />on October 9th and the City would then close on the Estes property about October 19t". He added that <br />construction would not begin until the spring. <br />Metro 'T'ransit Park-and-Ride <br />Black reported that Metro Transit has received a Federal grant to upgrade several park-and-ride sites and <br />to create several new ones in the Twin Cities area. They are currently interested in the southeastern <br />corner of Old Highway 8 and Highway 96, which would include a retail component on the ground floor of <br />the parking structure. Benke asked if the property would be tax-exempt. Fernelius replied that it mostly <br />likely would, Stang asked whether the Council could reject the proposal. Fernelius replied that they <br />could reject it, since the use is not clearly allowed by the zoning code. Black added that it could draw <br />people into the community, which would be beneficial; developing this lot has been difficult due to <br />contamination and construction debris. Stang asked whether it could be tied to the bridge improvement. <br />Fernelius replied that this was brought up at the meeting, since the project would increase traffic to an <br />area that is already failing. <br />November Meeting Date <br />Black noted that the November meeting is set to be held on Election Day, which is not allowed, and <br />recommended moving the meeting to Thursday, November 8th. The Commissioners approved this <br />change. <br />Business Report <br />Business Council <br />Black reported that Johnson Screens would be featured at the next Business Council meeting, to be held at <br />the end of October. Staff is reviewing how the meetings are held for 2008, and are looking for ways to <br />reach more businesses. <br />Chamber of Commerce <br />Nustad reported that the New Brighton business community would be hosting a lunch with Senator <br />Chaudhary on October 11th at Our Bar and Grille. The Senator will be joining Governor Pawlenty on a <br />trade mission to India and he would like information from the businesses on what they would like to him <br />to bring back. <br />Adjournment <br />The meeting was adjourned, at 8:10 a.m. <br />Page 3 of 3 <br />
