If there is no winter quarter water usage for a residential customer, the quarterly <br />i sewer consumption fees shall be based on the average of the three previous quarters' <br />actual water usage or 10,000 gallons per quarter, whichever is less. <br /> <br />1 <br />! <br />16. For a new residential account which did not exist at the time of the winter quarter, or <br />'. <br />in the case of a change in ownership for a home which occurs after the winter quarter, <br />the sewer consumption charges shall be set at 22,000 gallons per quarter. Whenever user charges prescribed by this Resolution remain unpaid as of the due <br />I date, a fee of ten percent (10%) shall be charged on the unpaid balance. The charges for miscellaneous items, such as meters, repair work, and special <br />! services shall be equal to an amount which permits the City to recover the costs <br />i associated with the item. <br /> <br />I <br />i9. <br />j <br />i <br />j <br />110.
