<br />RESOLUTION NO. 04 - d't I <br /> <br />!l <br /> <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />\! <br /> <br />~ i <br />IJ <br />Ii <br />A ~SOLUTION TO PARTICIPATE IN A HAZARD MITIGATION PLANNING PROCESS <br />II WITH RAMSEY COUNTY <br /> <br />~ : <br />i ~ <br />il <br />:! <br />WHE1fP.S, <br />Hom~lland Security is participating in the all-hazard mitigation planning <br />pro~ess as established under the Disaster Mitigation Act of 2000, Pub. <br />L. ~o. 106-390; and , <br /> <br />;i <br /> <br />WHE~, the Act requires all counties and municipalities to develop and <br />maifftain all-hazard mitigation plans either independently or on a <br />county-wide, multi-jurisdictional basis; and <br /> <br />WHEijEAS, such plans must be well integrated and coordinated to account <br />for Ii the fact that hazards in one jurisdiction impact on other nearby <br />jUr~sdictions; and <br />II <br />WHE~, the Act establishes a framework for the development of an a11- <br />haz~rd mitigation plan; and <br />II <br />WHE~S, the Act as part of the planning process requires public <br />in~lvement and local coordination among neighboring local units of <br />go~trnment and businesses; and <br /> <br />WH~, the plan must include a mitigation strategy including goals and <br />ob~f, ctives and an action plan identifying specific mitigation projects <br />an<1lcosts; and <br />:1 <br />WH~, the plan must include an implementation and maintenance process <br />incj~uding plan updates, integration of the plan into other planning <br />dodhments and how the County will maintain public participation and <br />coq~dination; and <br />:j <br />;, <br />WH~~S, Ramsey County Division of Emergency Management and Homeland <br />seqpri ty has indicated its willingness to coordinate these efforts <br />shquld the municipality so desire; and <br />i! <br />i: <br />WH~S, the draft plan will be shared with all municipalities, the <br />Co~ty Board of Commissioners and the State of Minnesota Department of <br />puW,lic Safety, Division of Homeland Security and Emergency Management: <br />fo~ coordination of state agency review and comment on the draft; andi <br />,: I <br /> <br />WH~, final approval of the all-hazard mitigation plan will make thel <br />mu~icipalities and the County eligible to receive Hazard Mitigationl <br />Gr~nt Program (HMGP) project grants; and ! <br /> <br />Ii I <br />Ii I <br />I <br />I <br />I <br /> <br />'j <br />
