Provide for the financing and construction of public improvements in and I <br />adjacent to the Project Area necessary for the orderly and beneficial development or I <br />redevelopment of the Project Area and adjacent areas of the City. Promote the concentration of new desirable residential, commercial, office, I <br />and other appropriate development or redevelopment in the Project Area 50 as to <br />develop and maintain the area in a manner compatible with its accessibility and <br />prominence in the City. <br /> <br />3. Secure the increased valuation of property subject to taxation by the City, <br />the school district, Ramsey County and other taxing jurisdictions in order to better <br />enable such entities to pay for governmental services and programs required to be <br />provided by them. <br /> <br />6. Encourage local business expansion, improvement, development and <br />redevelopment whenever possible. <br /> <br />7. Create a desirable and unique character within the Project Area through <br />quality land use alternatives and design quality in new and remodeled buildings. <br /> <br />8. Encourage and provide maximum opportunity for private development or i <br />redevelopment of existing areas and structures which are compatible with the Program. I <br /> <br />9. Create viable environments which will facilitate and enable the I <br />construction, upgrading and maintaining of housing stock, maintaining housing health I <br />and safety quality standards, and maintaining and strengthening individual I <br />neighborhoods. i <br />I <br />10. Stimulate private activity and investment to stabilize, enhance and II <br />balance the City's housing supply. <br /> <br />11 . Eliminate code violations, remediate environmental contamination and I <br />eliminate nuisance and other negative conditions that adversely affect neighborhoods or I <br />are obstacles to the objectives of the Program. ! <br />I <br />I <br />12. Revitalize property to create a safe, attractive, comfortable, convenient I <br />and efficient area for residential use. I <br />I <br />I <br /> <br />13. Create and reinforce a sense of residential place and security which I <br />creates neighborhood cohesiveness through City investment in neighborhood <br />infrastructure and public improvements, including landscaping, park improvements, local <br />street modifications to reduce traffic impacts, street construction or repaving, curb and <br />gutter construction or replacement and streetlight installation or updating. i <br />I <br />14. Encourage infill development and redevelopment that is compatible in use j <br />and scale with surrounding neighborhoods. I <br />I <br />15.
