• MINUTES <br />New Brighton Economic llevelopment Commission <br />Regular Meeting - lleeember 4, 2007 <br />7:00 a.m. <br />Members/Liaisons Present: Bob Benke, Gene Delaune, Linda Harmon, John Kaufhold, Steve Larson, <br />Cynthia Lesher, Mark Nelson, Bruce Nustad, and Gary Stang. <br />Members/Liaisons Absent: Dennis Flahave, Annie Hoffman, and Jim Sculthorp. <br />Staff Present: Dean Lotter, Grant Fernelius, David Black, and .fennifer Lavandowska. <br />Other Present: Jim Witkowski. <br />(:all to Order <br />Mark Nelson called the meeting to order at 7:05 a.m. <br />Approval of Minutes <br />"l'he minutes of the November 8, 2007 meeting were presented for approval. All approved. <br />Northwest Quadrant Report <br />West Side <br />Delaune asked for an update on the Rottlund lawsuit. Lotter replied that the suit is still ongoing; however <br />the City had recently been approached by Rottlund regarding a settlement. Delaune asked whether the <br />land would be tied up by the lawsuit. Lotter replied that since the City owns the land, the title is clear and <br />should not be tied up in the courts. <br />Black reported that the excavation work was awarded to Belair Excavating, whose bid was a little over <br />half of the estimated cost. Staff believes that the work would begin within the week. <br />Black added that the Northwest Quadrant Parks and Trails Steering Committee met for the second time <br />last week to review plans by Bonestroo for the parks within the Northwest Quadrant. There will be <br />another meeting, open to the public, on "Thursday, January 3`d at 6:30 pm, for review of the proposed <br />plans. "fhere have been several suggestions for active uses on the northern ten acres on the west side, <br />including a dog park and a soccer field. Ramsey County Parks has not been receptive to vehicular access <br />fi-om Long Lalce Regional Park to the Northwest Quadrant, but they are supporting a dog park. Kaulhold <br />asked whether there was enough room for a soccer field. Black replied that there was enough room for <br />one large or two small fields; the steering committee favors one large field. Nelson asked how the park <br />would be funded. Black replied that a park dedication fee will be collected for park improvements and <br />construction. When residential and commercial development is added to the Northwest Quadrant a <br />portion of the park dedication fee would go directly toward the NWQ parks development. <br />• Delaune induired whether the financial modeling, discussed last month, had been completed. Larson <br />replied that Council would not receive the report until the new Council member starts in January. Lotter <br />added that staff is ew-rently working on different financial models all containing numerous scenarios. <br />Page 1 of 3 <br />
