Black added that staff is putting together a timeline, and hopes to get a development agreement completed <br />by March, so plans can be submitted for a September construction start. <br />Witkowski asked how staff would handle any Northwest Quadrant questions at the Town Hall Meeting. <br />I31ack replied that the meeting would be focusing on the comprehensive plan, which affects the entire <br />City. Lai°son added that if questions are brought up, Council and staff would not be able to respond, <br />because of the lawsuit. Lotter said that staff is still working on a thoughtful response to any questions <br />regarding the Northwest Quadrant; however he would like to make it a citywide discussion. He added <br />that the Northwest Quadrant would be addressed more in the upcoming neighborhood meetings and the <br />Town Hall Meeting would be moved back to its traditional time in the spring. <br />Nelson asked whether TOLD is still interested in Blocks E and F. Black replied that they are still <br />interested and they have been told that Council would discuss their ideas in January. <br />Larson reported that exterior changes were approved by Council for the Rush Lake office building. Stang <br />inquired what tenants would be in the building. Larson replied that Council has been told there would be <br />a medical clinic and offices. Black added that the corner is very interesting; five years ago there was just <br />the Hubcap Warehouse and now all four corners will apparently be completely built out by next fall. <br />Nustad asked whether the County has made any statements regarding improving the corner of Old <br />Highway 8 and Highway 96. Larson replied that the City has been told that the corner is not scheduled <br />for improvement for another twenty-five years. IIe added that the City may have to improve the <br />intersection and have County repay the City at a later date. Kaufhold asked why the County would agree <br />to pay the City back. Larson replied that the City has done this with several locations through out the <br />City. I-]e stated this is a trend through out the state, since the counties are lacking in funding and roads <br />and bridges need improvements. <br />Commission Organization <br />Nelson announced that Flahave, Sculthorp, and he have all asked to be reappointed to the Commission, <br />T3enke asked about the status of the EDC being televised. Delaune noted that he recommended that <br />televising the meetings would be a good way to communicate to the community. He does not understand <br />why the meeting could not be televised, especially since the Park and Recreation Commission is an <br />advisory commission and is televised. Lotter indicated that no decision had been made. <br />'Town Hall Meeting <br />Marmon noted that the Town Hall Meeting would be held on "Thursday. She suggested that it is a fun <br />event and recommendedthat the Commission members invite their neighbors. <br />Adjournment <br />The meeting was adjourned at 8:22 a.m. <br />Page 3 of 3 <br />
