I <br />I <br />December 11, 20074 <br />September 2007, and the City has not received a response. Councilmember Doffing questioned when <br />the current lease is up for negotiation. Mr. Black reported Cingular has the right to stay in it's location <br />until 2025. Councilmember Doffing asked Mr. Black the reason the City waited until September <br />2007. Grant Fernelius offered more details related to the timing of the request, stating that until a <br />developer was interested in the site, it was not a priority. Councilmember Burg requested alternative <br />locations for the cell tower. Mr. Black provided possible locations within the Northwest Quadrant. <br />Councilmember Doffing questioned when AT &T wireless was notified of the quick take item on the <br />agenda. Mr. Black stated AT&T was notified one week prior to the meeting. Mr. Femelius clarified <br />that the property is City owned, and AT&T is a lessee of that properly. The financial impact of <br />waiting until after February 2008 was explained Councilmember Bauman stated her concern with <br />the fact that the City had signed an agreement with Ryan Companies promising a land knowing that <br />a cell tower was there. Councilmember Bauman stated the cell tower should have been addressed <br />prior to the agreement with Ryan companies. Mr. Black responded saying this is the best decision at <br />this time. Councilmember Doffing questioned the budgeted amount for relocating the cell tower, and <br />if the amount is unknown, approval would be difficult Mr. Lotter responded that the budgeted <br />amount would be dependant on the appraisal Councilmember Doffing stated her discontent with <br />the quick take process. Councilmember Bauman stated she would like to see the cell tower on City <br />property, allowing the City to receive the revenue. Councilmember Hoffinan called the question. <br />Motion by Councilmember Hoffinan, seconded by Councilmember Burg to waive the reading and <br />approve the attached resolution authorizing "quick take" eminent domain action against AT&T <br />Wireless for the leased property in the Northwest Quadrant redevelopment area <br />3 Ayes - 2 Nays, Motion Carried <br />Ayes: Mayor Larson, Councilmembers Hoffman and Burg <br />Nays: Councilmembers Doffing and Bauman <br />2. Consideration of Resolution Adopting the Final 2008 Budgets. <br />Report No. 07 -316. Resolution No. 07 -126. <br />Finance Director Dan Maiers outlined the four remaining items related to the 2008 budget. <br />The general operating fund is proposed to be $12,837.000, an increase of 3.84% over 2007. The City's <br />enterprise and internal service funds' budget is $6,688,800, an increase of 2.88% over 2007. <br />Councilmember Bauman stated she would like to see the City attempt zero based budgeting in the <br />future. <br />Motion by Councilmember Hoffinan, seconded by Councilmember Burg to waive the reading and <br />adopt the resolution approving the final 2008 budgets. <br />5 Ayes - 0 Nays, Motion Carried <br />3.
