App�aved <br />hiferl stated that he remembers as part of Applewood Pointe's approval the Cooperation agreed to grant an <br />sement to eventually connect the biking trail all the way around Rush Lake and wondered if that had been <br />done. Gundlach replied that she is unaware of this detail, since it was done before she came to the City, <br />however she will look into it and report back to the Commission. She added that the crosswalk would tie into <br />the sidewalk on the west side of Old Hwy 8, which ties into the park system just south of that area and should <br />not direct anyone onto the Applewood Pointe property. <br />I loward asked staff if there is any intention to complete a new traffic study, since there has been an increase of <br />development in the area or if the current study could be used to help influence the County to speed up the <br />chance of getting a signal. Gundlach replied that she has not been told by any staff members if the City is <br />considering conducting a new study. However she did receive a call from a Ramsey County representative who <br />was looking to update the traffic counts for the area with the addition of the hotel, but she does not know the <br />results of that research. Howard stressed the City should approach the County with the need for a signal now <br />and if the County is not approached they would most likely not do anything to improve the area. Gundlach <br />replied that she would forward this concern on to the Public Works Department, since they are more <br />knowledgeable with regard to this issue. <br />Baker stated that he is uncomfortable with the language of the requirement for the cross wall: approval. <br />Gundlach replied that the special use permit for height is driven by the cross walk. Staff has talked with <br />Ramsey County about this and are confident that approval would be given. She added the Ramsey County <br />representative stated the crosswalk would not be held to a very high standard, since it is slated for improvement <br />in twenty years; however the City is expecting a higher standard than the County. <br />Olotion by O'Brien, second by Sehiferl to CLOSE THE PUBLIC HEARING. <br />6 ayes, 0 nays. MOTION APPROVED. <br />Sehiferl stated that he is still baffled why a restaurant would not be included in this project, but if the project is <br />approved it would increase the demand for a restaurant in this area. Baker and Mann both replied that when <br />they travel they rarely eat at the hotel restaurant. Baker stated that he would like the requirement of approval by <br />Ramsey County to be changed. Gundlach suggested: "The applicant, in working with the City, shall make <br />efforts to gain approval from Ramsey County for a pedestrian crossing at Old Hwy 8 that ties into the trail <br />system on the west side, within Long Lake Regional Park. If approved, the crossing shall be developed in <br />accordance with Ramsey County requirements and at the developer's expense." The Commissioners and the <br />applicant were satisfied with this change. <br />Motion by Baker, second by Zisla to APPROVE THE SITE PLAN AND SPECIAL USE PERMIT, AS PROPOSED, <br />SUBJECT TO THIS: FOLLOWING CONDITIONS: <br />1. The applicant, in working with the City, shall make efforts to gain approval from Ramsey County for a <br />pedestrian crossing at Old Hwy 8 that ties into the trail system on the west side, within Long Lake <br />Regional Park. If approved, the crossing shall be developed in accordance with Ramsey County <br />requirements and at the developer's expense. <br />2. The applicant incorporates brick on the Old Highway 8 and Highway 96 facades of the building. A <br />conceptual elevation that includes brick must be submitted for staff review prior to Council <br />consideration. <br />Page 7 of 12 <br />
