This request will facilitate construction of a railroad <br />wye, on proposed Lot 2, and allow relocation of the lone user of the Butcher's Spur within the Northwest <br />Quadrant redevelopment area, on proposed Lot 1. The remaining land, proposed Lot 3, will be retained by <br />urrent owner (Estes Express Lines) and Outlot A will be retained by the City. Lastly, a Ponding and Flowage <br />asement will be dedicated over entire Outlot A to accommodate the existing pipe owned by Estes Express, <br />which originates on proposed Lot 3. <br />The City Council approved a Minor Subdivision on September 11, 2007 for a subdivision identical to this plat. <br />However, Ramsey County rejected the legal descriptions proposed by the Minor Subdivision due to the <br />underlying descriptions existing in both abstract and torrens. This plat is necessary to satisfy Ramsey County's <br />Registrar of Titles. <br />Zisla asked if the description would still involve an abstract and torrens property.
