I * W Of Report Number 08-063 <br />rDJN Agenda Section VI -4 <br />Report Date February 20, 2008 <br />the city that works for you Council Meeting Date February 26, 2008 <br />10 REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: FEASIBILITY STUDY FOR PROJECT 08-1, INNSBRUCK NORTH <br />AREA STREET RECONSTRUCTION <br />DEPARTMENT HEAD'S APPROVAL: i:�zmN/ <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report /Pl— Comments attached <br />Recommendation: To adopt the resolution accepting the feasibility study and calling for a Public Improvement <br />Hearing on proposed Project 08-1, Innsbruck North Area Street Reconstruction. The resolution is contained in the <br />attached Feasibility Study. <br />Legislative History: The City Council adopted a Comprehensive Street Plan in 1982 creating a means by which <br />to improve and maintain high quality streets and alleys within the City. The streets considered for reconstruction <br />in 2008 have been identified by City staff as needing replacement in 2010 based on their age and pavement <br />condition. The City Council received a petition from residents in the area requesting the reconstruction date of <br />these streets be moved forward. On August 28, 2007, in response to the petition, the Council ordered a Feasibility <br />Study be prepared. <br />On Thursday, February 7, 2008, an informational meeting was held with residents to be affected by this proposed <br />project. Most residents present at the meeting were in favor of the project; however, staff did receive a petition <br />from residents on 32nd Avenue NW asking that the reconstruction of their street be delayed. Information about <br />. this meeting and the petitions is included in the feasibility study. <br />Financial Impact: This project, if approved, would be funded from a combination of City of New Brighton <br />general taxes, individual enterprise utility funds, Municipal State Aid Funds, and special assessments. <br />Explanation: The purpose of this item is for Council to accept the Feasibility Study prepared by staff and order a <br />Public Improvement Hearing for the proposed Project 08-1. A presentation of the feasibility study will be made at <br />Public Improvement Hearing scheduled for March 25, 2008. <br />Project 08-1 also includes the replacement of a retaining wall on 29th Avenue NW north of 14th Street NW and <br />the paving of the Public Safety impound lot at the City maintenance facility. <br />If the Council approves the project at the Public Improvement Hearing, staff will then prepare plans and <br />specifications based on the input at the improvement hearing and previously collected information. <br />A proposed project schedule is included in the Feasibility Study. <br />Costs and Funding: The attached Feasibility Study contains cost estimates and recommended funding. <br />Grant Wyf els, P.E <br />Director of Public4rks <br />0 Attachment <br />G,\ENG\2008proj\08-01, Innsbruck North Area Street Reconstruction\Feasibility Study\08-1 Feasibility Study Council Report.doc <br />
