City of New Brighton GENERAL INFORMATION REGARDING STREET RECONSTRUCTION PROJECTS Streets scheduled for reconstruction in 2008 have been selected based on their age, condition, maintenance history, and requests from residents for the street to be rehabilitated. PROCESS • Informational meeting with property owners within the project area (February, 2008) • Feasibility Report presented to the City Council and Public Improvement Hearing date set • Residents notified of date and time of Public Improvement Hearing • Public Improvement Hearing is held at which time City Council approves or abandons the project (March, 2008) • Preparation of plans and specifications • Advertise for bids • Open bids and award contract • Construction (.lune -September, 2008) • Assessment Hearing (October, 2009) PROPOSED CONSTRUCTION STREET SURFACING will be reconstructed to their original width and city standard 7 ton or 9 ton design. CONCRETE CURB AND GUTTER sections that are badly settled or broken will be removed and replaced. STORM SEWER will be installed where necessary or as required by the City Comprehensive Drainage Plan. WATER AND SEWER UTILITY improvements and repairs will be completed during the early stages of construction as necessary. FINANCING STREET RECONSTRUCTION PROJECTS STREET SURFACING is proposed to be paid for by a combination of a city wide tax, Municipal State Aid Funds, and special assessments against benefiting property owners in the project area. According to the New Brighton Comprehensive Street Plan, 75 percent of the street surfacing and curb and gutter repair is paid for by taxes, and 25 percent of the street surfacing and curb and gutter repair is special assessed. STORM SEWER improvements are proposed to be paid for by the City's Storm Water Management Fund. PRIVATE SEWER AND WATER SERVICE repair costs are the responsibility of the property owner. CITY WATER AND SEWER UTILITY improvements and repairs are proposed to be paid for from the appropriate city utility fund.
