,�/i7/o3 <br />Northwest Quadrant Housing Component <br />Request for Proposal <br />June 2003 <br />Purpose: <br />To identify one or more developers to construct up to 730 housing units in the <br />Northwest Quadrant of I -35W and I-694, consistent with the City's vision and <br />concept plan. <br />Guidelines: <br />1. Proposals will be considered for all or a portion of the housing area shown on the <br />attached map (approximately 45 acres). Candidates may propose for a somewhat <br />different area within the Northwest Quadrant, including on the east side of Old <br />Highway 8. <br />2. Proposals should indicate the number of units proposed and the mix of unit types, <br />styles, anticipated values, and timeframe for buildout. Target date for land <br />availability and first -phase construction is spring 2005. <br />3. Proposals may include housing along with other uses in some buildings. <br />4. Proposals should indicate a preliminary assessment of the price to be paid for the <br />land. Prices should be indicated for finished (streets and utilities stubbed to each <br />parcel) and unfinished (cleared and rough -graded only) parcels. All prices should <br />assume that structures are cleared and required environmental remediation, if any, <br />is completed. Prices may be given on a per-unit basis. Indication should be given <br />as to whether assessments are assumed to be included. <br />5. Proposals should be consistent with the City's previous community and staff <br />planning efforts, summaries of which are enclosed. <br />6. Candidates should be prepared to work closely with the City, its planning <br />consultant, and Ryan Companies on refinement of the concept plan for the entire <br />project. <br />7. Partnerships involving a team of several firms are encouraged if appropriate. <br />8. Proposals should include examples of area projects either built or in development, <br />and references. <br />Criteria for Selection: <br />1. Successful experience of the developer or developers in developing projects of the <br />size, complexity, and style being proposed. <br />2. High-quality buildings and site improvements. <br />
