February 26, 2008 <br />City Planner, Janice Gundlach, explained the eastern 1/2 of the property has been <br />. vacated for some time, however the western 1/2 was not. <br />Mayor Larson opened the Public Hearing at 6:57. <br />Motion by Councilmember Bauman, seconded by Councilmember Burg to close <br />the Public Hearing. <br />4 Ayes - 0 Nays, Motion Carried <br />Public Healing was closed at 6:58. <br />Motion by Councilmember Burg, seconded by Councihnember Bauman to adopt the attached <br />resolution approving the right-of-way vacation of a portion of undeveloped 5d Avenue. <br />4 Ayes -0 Nays, Motion Carried <br />• Council Business <br />1. Sharon Hansen on behalf of the Clifton House, Inc., 1190 Long lake <br />Road, requests a Planned. Residential Development (RD2008-001), <br />Site Plan (1P2008-001), and Minor Subdivision (MS2008-001) for <br />construction of a 6 -bed resting/nursing facility. <br />Report No. 08-071. Resolution No. 08-022. <br />City Planner, Janice Gundlach gave an overview of the proposed project. A <br />similar request was approved in 2005; however because a Building Permit was <br />not obtained that approval has. expired. The differences between the plans <br />approved in 2005 and those submitted in 2008 were presented. the Planning <br />Commission held a Public Hearing on January 15, no one attended. -1he Public <br />Hearing was continued February 19, where the commission recommended <br />approval subject to conditions. Ms. Gundlach stated this was the first of a two <br />phase approval <br />Councilmember Doffing reported she has received many comments in opposition <br />to this project. A concern to Councilrnember Doffing is the long term use of this <br />facility, being that there would be a health care facility in a residential <br />neighborhood. Councilmember Bauman stated her opinion that this facility is <br />not comparable to other Health Care centers in New Brighton. Ms. Gundlach <br />clarified that any future use would be covered in the PRD. the PRD would not be <br />filed with the Clifton House; the PRD is filed with the land, and is enforceable <br />among future owners. <br />Ms. Sharon Hanson, President of Board of 1Yustees of Clifton House Incorporated <br />Reported that the Christian Science Church has donated the land to Clifton <br />House Inc. It was not known to Clifton House Inc. that the initial approval <br />granted in 2005 carried a 180 day term. Ms Hanson described the project as a <br />Coundl Business <br />1.
